Known by the students and alumni simply as "The Villian's Academy".
This school has been around, grooming young evil doers for hundreds of years. Classes include the following: Hacking and Other Technological Advantages, Biological Experimentation, and Mild Forms of Torture for Beginners. Veir's Academy for the Gifted is a boarding school.
The capes are a way of keeping track what level students are in. An exam is taken on the first day of the school year, then the day student's come back from their winter break, to get their rank and to give the teacher's an idea of the student's powers. Students are placed in dorms according to their cape colors.
Red Cape: Level 0 - little to no power
Green Cape: Level 1 - basic level of power
Blue Cape: Level 2 - middle to slightly above basic power
Black Cape: Level 3 - average amount of power--(most end up here by their senior year)
Grey Cape: Level 4 - slightly advanced--(many end up here as seniors as well)
Gold Cape: Level 5 - only the most highly skilled students end up here (there are very very few)

As one of their first assignments, they are required to personalize their uniforms to reflect their own style, powers, and personality. They can do anything but cover up the Veir's Academy logo on the left side of their jacket.
Breccan, being the 'untalented' student he is, has decided to not customize his own uniform. He calls it 'expressing his individuality without expression'.
The Villian's Academy is the most prostegious academy for villians, and it costs a lot of money to get into. But, some might do get in on scholarships if they take the hardest test of their lives. They have to be extremely smart and extremely talented to do so, though sometimes the test is too rigorous and lands some in the hospital.
All in all, this is the perfect school to send kids to who are aspiring villians.
